Bill Cheney
President & CEO, CUNA

Bill Cheney has broad experience within the credit union movement, having begun his career during 1987 in Texas (his home state) with Security Service FCU in San Antonio (today holding more than $5 billion in assets and 600,000 members).

Ten years later (in 1997), after achieving the position of executive vice president, Cheney was named president and CEO of Xerox FCU (today known as Xceed FCU) in El Segundo, Calif. During nine years at the helm of the credit union, Cheney guided the credit union’s growth to more than $800 million in assets (from $350 million), growing the credit union’s membership to include operations in nine states, including California, New York, Florida, Texas and Illinois.

Also while at XFCU, Cheney was elected to the board of directors of the National Association of Federal Credit Unions (NAFCU), a national trade group representing the interests of only federally chartered credit unions.

In 2006. the California/Nevada Credit Union Leagues tapped Cheney as their president and CEO. While overseeing the combined organizations’ operations, Cheney is credited with building the Leagues’ affiliation while improving their operational efficiencies.

Additionally, he has served as Treasurer of the American Association of Credit Union Leagues (AACUL), Chairman of the CUNA World Leadership Development Committee, member of the board of trustees of the Western CUNA Management School, member of the board of directors of the Richard Myles Johnson Foundation, and joined World Council of Credit Unions (WOCCU) delegations to Mexico, Poland, China, and Haiti.

Cheney holds a BBA (finance) from the University of Texas (Austin). He has attended the “Advanced Leadership Institute” at Harvard Business School (sponsored by the Credit Union Executive Society (CUES)/California Credit Union League (CCUL)), and the CUES Director’s Leadership Institute at the London Business School. He is a member of the American Society of Association Executives (ASAE).

An Eagle Scout, Cheney is a member of the National Eagle Scout Association and has been active in local Boy Scouts of America councils. He has served as a board member of the American Red Cross of Greater Los Angeles (and previously in San Antonio, Texas), volunteers with organizations such as Heal the Bay (Santa Monica, Calif.) and the Peninsula Education Foundation. He has also served as a guest lecturer at Pepperdine University.

Buddy Gill
Senior Advisor to NCUA Chairman, Debbie Matz

Buddy Gill is the Senior Strategic Communications and External Relations Advisor to Chairman Debbie Matz at the National Credit Union Administration.

In this role, Buddy maintains working relationships with stakeholders in the credit union industry and advises the Chairman and NCUA staff on strategic messaging and communications strategies.

Prior to joining NCUA in 2011, for seven years Buddy was the Chief Advocacy Officer for the Texas Credit Union League, where he was responsible for strategy and coordination of all the Texas League’s legislative, regulatory and political initiatives. Buddy has a Certified Association Executive credential — or CAE — from the American Society of Association Executives that only 5% of trade association professionals achieve.

A veteran of over 120 political campaigns spanning 40 states, he was a national political pollster and a consultant to the Credit Union National Association for five years, advising CUNA’s lobby and political team on strategic political communications with lawmakers and regulators, the media, and coalition partners.

He may be best known among credit union leaders as a key architect and strategist behind the Credit Union Campaign for Consumer Choice (H.R. 1151) – grassroots-driven victory in Congress in 1998.

A Louisiana native, Buddy is a member of several credit unions and now lives in Alexandria, Virginia.

Harriet May
Former CUNA Board Chair

Harriet has made it her career and personal commitment to improve the financial lives of individuals, not only in El Paso, but throughout the world.

Credit Union Employment
A native El Pasoan, Harriet’s professional journey began soon after she received her Bachelor of Science degree in Mathematics from the University of Texas – El Paso (UTEP) in 1971. She worked her way through college at a local bank, but in 1974 she moved to the Government Employees Credit Union (now GECU) where she launched a career that would have a significant positive impact on the credit union movement.

After serving in various increasingly responsible management and executive positions with GECU, Harriet was elected President and CEO in 1996. During her tenure, Harriet led GECU to become El Paso’s largest independently owned financial institution with over $1.8 billion in assets, and more than 720 employees serving over 300,000 member-owners – more than doubling its size in her 15 years as president. Under her leadership, it has been estimated that GECU injected approximately $125 million into the community each year.

Service to Other Credit Unions and Credit Union Associations
Locally, Harriet has been active with the El Paso Chapter of Credit Unions, having served as its president. Harriet is one of the founding members and past Chair of the El Paso Affordable Housing CUSO (Credit Union Service Organization). Owned by eight local credit unions, the CUSO’s sole purpose is to educate El Pasoans about credit and prepare them for homeownership.

Harriet has also tirelessly given El Paso credit unions representation at state, national and international levels. Nationally, she served as Chairperson for the Credit Union National Association (CUNA) and has served as Director of Town North National Bank, sat on the Pulse EFT Oversight Committee and served on the prestigious Thrift Institution Advisory Council. In 2007, she was invited to join other delegates at a private meeting with President George E. Bush to address financial literacy issues in America.

At the state level, Harriet has been involved with the Texas Credit Union League serving two terms as Chair for the organization that serves more than 500 Texas credit union and more than 7 million members statewide. She was also very active with the Texas/Mexico Credit Union Relationships Committee, working with Mexico to improve the level of financial education for people on both sides of the border.

Service to Community and Professional Organizations
Harriet has been a tireless champion for local initiatives such as the United Way, for whom she previously served as Chair. She has also served as Chair for the University of Texas – El Paso School Science Advisory Council and as Chair-Elect for the Finance Committee for the Greater El Paso Chamber of Commerce. She was also a member of the Rotary Club in El Paso.

Recognition
Harriet’s commitment to her community and to the credit union movement has been recognized by her peers time and time again. In 1997, Harriet was honored with a YWCA Reach Award for her achievements in the business community. In 2002, she received the prestigious Gold Nugget Award from the College of Science at the University of Texas – El Paso and was selected as Distinguished Alumna in 2007. Two years later, Harriet was inducted into the El Paso Commission for Women Hall of Fame In 2005, she was rewarded for her efforts in championing small business in El Paso by being named Minority Business Advocate of the Year by the Small Business Administration (SBA). In 2008, she received the Herb Wegner Memorial Award for Individual Achievement during the CUNA Governmental Affairs Conference. Harriet was awarded the Distinguished Service Award from the World Council of Credit Unions for 2009 and 2010. She was recognized for her leadership and supporting the Network of Latino Credit Unions and Professionals at the National Press Club in Washington, D.C. in February 2010.

BSA
All credit union personnel and volunteers are required to receive BSA training on an annual basis.  Attendees will be provided with an anti-money laundering overview on the following topics:  BSA purpose and applicability; Minimal NCUA/FinCen requirements for BSA compliance; Member Identification Programs; Member Due Diligence; Situations covered by SARs; Tips on completing CTRs and SARs; SAR confidentiality; Penalties for failing to comply with SAR and CTR requirements; Recommendations for designing BSA; USA PATRIOT Act; and OFAC policies. 

RED FLAG
Topics will include: Designing Red Flag policies and procedures; Maintaining internal logs and reports; and Tips and trends for identifying Red Flag activity to determine if reports should be filed.

Morning Session: The Next Generation of Payments: The Future is Now

There is an urgent need for U.S. Payment Providers to position EMV and Mobile technology as strategic imperatives.

Have any of the following questions been addressed at your credit union?

Afternoon Session: Payment Systems Legislation & Regulatory Compliance

Given the current credit regulation tenor and speculation on the possibility of heightened oversight, this workshop will address how to protect your debit and credit card operations from further
legislative intervention.

Specific legislative topics will include:

  • The merchant community’s lobbying efforts to expand interchange regulations;
  • Future restrictions on prepaid products; and,
  • Data security legislation with a specific focus on notification procedures and breach liability requirements.
