Role:

 

To direct the financial affairs of the Credit Union; to establish major economic and financial objectives and policies for the Credit Union. Oversees investment activities and portfolio; prepares financial reports, including annual plan and operating budgets; ensure complete, accurate, and timely completion of financial and accounting records for the Credit Union and prepare analysis of operations for management. Directs and oversees the operations of the Accounting/Finance, Information Technology and Security, and Vendor Management responsibilities.

 

Essential Functions & Responsibilities:

 
  

Oversees finance and accounting departments; prepares or oversees preparation of all financial, statistical, and accounting records and reports of the Credit Union; ensures records and reports are complete and accurate.

  

Oversees the Credit Union's technology, information security and business continuity. This includes core system, networks, telecommunications and all business technology equipment. Ensures policies and procedures are in place related to system security, user controls and disaster recovery preparedness.

  

Oversees required reporting to regulatory authorities, tax entities, Board of Directors and other parties.

  

Directs preparation and evaluation of budgets and capital plans; analyzes budget variances and produces reports and recommendations to Management. Prepares or oversees preparation of all financial, accounting and statistical analysis for Management on Credit Union operations and products/services.

  

Directs Credit Union's Asset/Liability Management by developing policy and operating procedures that assure the credit union maintains sufficient levels of capital, liquidity and pricing spreads. Maintains Credit Union's ALM software; produces financial simulations and reports for ALCO and Management that measure risks and aid in decision making.

  

Formulates and executes investment policy; ensures compliance with applicable laws/regulations; directs the Credit Union's investment activities as custodian of funds, securities, and assets of the organization. Provides safekeeping, control and accounting for assets and investments.

  

Oversees vendor management program to ensure vendor contracts, due diligence and service levels are all within Credit Union policy and operational protocols.

  

Implements and reviews risk management initiatives; directs receipt, disbursement, and expenditures of money and or capital assets; provides safekeeping, control and accounting for Credit Union assets.

  

Provides support and assistance with general facilities management.

 

Performance Measurements:

 
 

To ensure the Credit Union's financial activities follow sound financial principles and comply with Credit Union policies and all banking laws/regulations.

 

To ensure that the credit union's books and general ledger accounts are in accordance with GAAP, always in balance and current, and to close GL by 8th business day of the following month.

 

To execute duties of Credit Union BSA/AML Officer and ensure compliance with operational policies and procedures.

 

To actively manage Credit Union investment activity and liquidity position that minimizes financial losses and achieves results as specified in the Credit Union's budget for investments.

 

Ensure external audit and regulatory reporting requirements are completed in an accurate and timely manner.

 

To keep Management informed regarding key operating issues affecting the Credit Union.

 

To ensure supervised departments interact and serve internal customers according to set service standards.

 

To maintain a highly qualified staff, sufficient to meet long-term organizational goals.

 

Knowledge and Skills:

 

Experience

Five to ten years of similar or related experience

 

Education

(1) A bachelor's degree, or (2) achievement of formal certifications recognized in the industry as equivalent to a bachelor's degree (e.g., information technology certifications in lieu of a degree).

 

Interpersonal Skills

Motivating or influencing others is a material part of the job. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others. The role requires a significant level of trust or diplomacy.

 

Other Skills

A degree in Business Administration, Finance, or Accounting
Excellent analytical skills, people skills and self-direction
Proficiency with PC accounting, spreadsheet, and word processing software.
Background in financial data processing systems preferred.
